KELSEY GRAMMER testified in a parole hearing for the man who murdered his sister four decades ago . . . but fell short of advocating for his release.
Freddie Glenn was convicted in 1975 of raping and killing Karen Grammer, as well as murdering two other men in Colorado. Speaking via video conference, Kelsey said he forgives Glenn . . . but that's as far as he'll go.
He said, "I accept your apology. I forgive you. However, I cannot give your release my endorsement. To give that a blessing would be a betrayal of my sister's life."
